- The comprehensive set of new measures will tackle antisocial behaviour (ASB), shoplifting and street crime head on, giving the police new powers to take back town centres from thugs and thieves.
- The Bill also includes measures to address the most serious violence and highest-harm offences such as knife crime, violence against women and girls, cybercrime, child sexual abuse, and terrorism.
- This Government will take back our streets and town centres, restore respect for law and order, and give the police and local communities the support and tools they need to tackle local crime.
The Government is introducing a raft of measures, including brand new Respect Orders and action against shoplifting, as part of its flagship Crime and Policing Bill. The Orders come as shock data shows that Leicestershire Police Force handed down 0 Penalty Notices for ASB in 2023 – a fall from 1,800 in 2010.
Labour will also scrap the previous Government’s ‘shoplifter’s charter’, a law that deprioritised the theft of goods under £200. Statistics show that for the year ending September 2024, there were 7,614 incidences of shoplifting in Leicestershire, around 146 per week, with many going unreported.
The new measures will be supported by the government’s plan to recruit 13,000 additional police officers, PCSOs and special constables into neighbourhood policing roles over the course of this Parliament. Leicestershire Police has been granted a 6.3% funding increase to implement these reforms.
Following the announcement of the tough new measures, Amanda Hack said:
“I’ve met with several local stores to discuss the impact of rising crime on them and their staff. Most stores do not report shoplifting immediately, and it’s not prioritised due to the previous Government’s ruling on low-value goods. The reporting process is very time-consuming and can take colleagues away from the shop floor for a considerable amount of time. Where we are now is unacceptable, which is why through this bill, we are removing barriers so our police forces can take action to combat this crime, restoring power to keep our shopkeepers safe and deterring this growing wave of crime blighting our community stores.
I am also pleased that other measures within the Bill focus on supporting victims of stalking and spiking. Currently, Stalking Protection Orders (SPOs) can only be applied for when an offender has been convicted and when a protection order was in place prior to their trial. Under our new measures, courts will be able to directly apply protection orders on those who have been acquitted if there is enough evidence to suggest that they are still a risk to the victim.”

🏠 Today we have launched the Warm Homes Plan, the biggest investment in home upgrades in British history.
This Labour government knows the cost of living is one of the biggest issues facing families. That’s why we’re cutting £150 off energy bills from April and delivering record investment to upgrade homes and lower bills for the long term.
This plan will:
✅ Lift up to 1 million families out of fuel poverty by targeting support at low-income households and tackling long-term energy costs.
✅ Help millions of families cut their energy bills with access to clean power upgrades like solar panels, batteries, heat pumps and insulation.
✅ Protect renters by making sure landlords upgrade homes so they are safe, warm and affordable.
🔥 Direct support for low-income families
Low-income households will receive free home upgrade packages, tailored to what works best for their home - backed by £5 billion of public investment.
That could mean fully funded solar panels and a battery, covering the full average cost of £9,000–£12,000.
For people in social housing, upgrades can be rolled out street by street, lowering bills and improving warmth and comfort across whole neighbourhoods.
⚡An offer for everyone
A new government-backed programme of zero and low-interest loans will help more families install solar panels, alongside new rules so all new homes come with solar panels by default.
This will triple the number of homes with solar panels by 2030.
There’ll also be a £7,500 universal grant for heat pumps, including the first-ever support for air-to-air heat pumps, which can cool homes in the summer too.
🏘️ New protections for renters
Right now, 1.6 million children are living in private rented homes affected by cold, damp or mould.
We believe if you rent a home, private or social, your landlord must ensure it is safe, warm and affordable.
By strengthening renters’ protections and supporting landlords to upgrade homes fairly over time, around half a million families will be lifted out of fuel poverty by the end of the decade.

It was great to welcome the Minister for Industry to North West Leicestershire last week for a roundtable discussion and site visits focused on our logistics hub. The visit included stops at Nestlé’s GXO facility, Kuehne+Nagel, and the Maritime rail freight terminal.
We were also fortunate to see one of the UK’s first megawatt-scale HGV charging facilities and vehicles being trialled, highlighting how the logistics sector is continuing its journey towards decarbonisation.
It was also fantastic to meet Generation Logistics Ambassadors who are at the start of their careers, showcasing the wide range of opportunities the sector has to offer.
