Today we have launched the Warm Homes Plan, the biggest investment in home upgrades in British history.
This government knows the cost of living is one of the biggest issues facing families. That’s why we’re cutting £150 off energy bills from April and delivering record investment to upgrade homes and lower bills for the long term.
This plan will:
Low-income households will receive free home upgrade packages, tailored to what works best for their home – backed by £5 billion of public investment.
That could mean fully funded solar panels and a battery, covering the full average cost of £9,000–£12,000.
For people in social housing, upgrades can be rolled out street by street, lowering bills and improving warmth and comfort across whole neighbourhoods.
A new government-backed programme of zero and low-interest loans will help more families install solar panels, alongside new rules so all new homes come with solar panels by default.
This will triple the number of homes with solar panels by 2030.
There’ll also be a £7,500 universal grant for heat pumps, including the first-ever support for air-to-air heat pumps, which can cool homes in the summer too.
Right now, 1.6 million children are living in private rented homes affected by cold, damp or mould.
We believe if you rent a home, private or social, your landlord must ensure it is safe, warm and affordable.
By strengthening renters’ protections and supporting landlords to upgrade homes fairly over time, around half a million families will be lifted out of fuel poverty by the end of the decade.
