Update on Heating Oil Regulation from the CMA
Heating oil customers deserved answers and action, and today is an important step forward.

Earlier this year, when heating oil prices spiralled following the volatility in the Middle East, I heard from residents across North West Leicestershire about soaring costs, cancelled orders, and orders being reissued at significantly higher prices. For households that rely on heating oil, delaying an order simply wasn’t an option, and those practices were completely unacceptable.

I met with the Competition and Markets Authority (CMA) to share evidence of what local people experienced, worked with colleagues in the Labour Rural Research Group to raise these concerns directly with ministers, and lobbied the Government to help secure a £53 million support package for those most in need, alongside a commitment to look into stronger regulation of the sector moving forward.

Today, the CMA has published its report which recommends a new regulatory regime for the heating oil market, stronger consumer protections, including a register of vulnerable customers and changes to minimum order volumes, as well as enforcement action against companies that cancelled customer orders at the height of the crisis.

Around 1,700 affected customers will now receive compensation where suppliers have agreed to provide redress for contract breaches, while the CMA is continuing enforcement action against businesses that have not yet agreed to do so. This is an important milestone. I’ll now be working with the LRRG on the CMA’s recommendations to ensure they are implemented, and I’ll continue supporting any constituent seeking compensation if they believe they were treated unfairly.
